Use EMEt fraction in all needed places

In !29972 (merged), we introduced the EMEt fraction for the selection of egamma clusters. Added the same cut now also to the config for the InDetCaloClusterROISelection in order to keep the EMEt selection same (as was done in rel21).

The fraction was introduced to solve ATLASRECTS-4772.
