Use IDC BS Errors Container in SCT raw data decoding

This MR is a continuation of process to move BS decoding errors to IDC like collections. Related ticket: ATR-20647 Now, old BS Errors container is not in use anymore and all the way from ROD decoder to the raw data provider algorithm the IDC collection is used. In addition, I have added a consistent SC checks in methods used to collect the errors in the decoder.
