Allowing DerivationFrameworkAnalysisTests in AthDerivation

Zach Marshall requested to merge zmarshal/athena:21.2_TestsInAthDerivation into 21.2

This will solve a warning during the build of 21.2,AthDerivation by adding back the package DerivationFrameworkAnalysisTests. It should build successfully in AthDerivation, and we can afford to run its tests there (this will allow that). No reason I can see not to have it there as well.
