PixelITkOffline database update 21.9 [ATLITKSW-23]

This merge request is a follow-up of !28380 (merged)

The interface with the database for PixelITkOfflineCalibCondAlg is updated to use the CondAttrListCollection class, instead of the DetCondCFloat. This follows the same convention as PixelDeadMapCondAlg.cxx in master.

This has been checked to work with a local database instance.
