FastTrackFinder online monitoring fixes revised

  • implemented switch between run-2 and run-3 (ATR-20305)
  • unified histo folder names (ATR-20305)
  • fixed z-finder timer for non z-finder algos (ATR-20305)
  • timer monitor change to milliseconds (ATR-20883)

This is to override the pending MR !30421 (closed)

The necessary fixes were implemented into a fresh environment of master,latest.
