More updates to InDetConfig and MuonCombinedConfig

This still doesn't run, but since several people are working on this, I think it's important to share often.

I'm still trying to get MuonCombinedConfig to run, which involved adding configuration for some SCT tools and cond Algs.

@oda Maybe you could take a look? I'm sure there are bugs. Perhaps we could put the SCT configuration in a different file?
