Remove obsolete options in the L1TGC simulation (ATR-21078)

Many obsolete options still remain in Level-1 TGC simulation (TrigT1TGC).
Due to historical reasons which some classes were used different situation, not Athena, some of options are impossible feature for the current ATLAS-TGC. (i.e. we can not change from default value.)
To simplify calculation and codes, the obsolete options needs to be removed.
I do not only touch TrigT1TGC, but also EventOverlayJobTransforms and TriggerJobOpts pakcages.
Basic test is done, and I confirm the result does not change.
