Updates to muon trigger configuration

Udating the muon trigger configuration to disable some tools we determined were not needed to run in the trigger during Run2: -turn off the MuonErrorOptimiser entirely (this changes the muon track we reconstruct, so changes slightly the reference) -disable the CSCClusterOnTrackCreator in the track fitter
