In order to avoid overlaps BCM' has been moved from Pixel to ECLayer_L0:

GeoBCMPrimeTool has been added to GeoPixelLayerECRingRefTool
EndcapLayerTmp has been extended with 3 new properties read from the PixelEndcapRing section in PixelEndcap.xml (BCMPrime, BCMPrimeRing, BCMPrimeNumberOfModules)
