Code clean-up for the L1TGC simulation (ATR-21107)

To improve the further updates, the clean-up campaign of TrigT1TGC is being performed. The algorithm, MakeCoincidenceOut, which has never used since Run-2 is removed. By this removal, a few codes and package dependencies could be removed. The "if" statement for every events could be removed. An option is also removed for this algorithm.
The unnecessary includes and log outputs are also removed in LVL1TGCTrigger.

The standard test was fine. This MR is no change for the logic.
