TrigValTools: Further improve path look-up performance and unit test logging

Follow up from !30947 (merged) implementing the suggestion from @fwinkl to improve the speed of file finding.

Also use the common logger setup in the unit test script. This has the additional advantage of printing time stamps.

The unit test timing is significantly improved, so this closes ATR-21080.
