Update for ATLJETMET-1139

Mark Hodgkinson requested to merge atlas-particleflow-software/athena:eflowRec_ATLJETMET_1139 into master

This implements a new decoration to store a list of linked clusters and subtracted energies for use in global particle flow studies. The AOD size would increase a bit @amete . Note half of the new data (the ElementLink part) is duplicating existing data, and in the new EDM for particle flow that jetetmiss is developing that won't be the case. I did not want to make invasive changes to the existing EDM just to store information for development studies.
