Disable memory monitoring in test_trigP1_v1Dev_configConsistency_build

This test only compares configuration of jobs with different threading parameters without executing the full jobs. No performance monitoring is needed for this case, and also the configuration should be similar to that used at P1 where this is disabled. In addition, default Trigger ART PerfMon settings caused a difference between the configurations, so this change fixes ATR-21125.
