Manual sweep of !31038 to 21.3: Bugfix InDetPhysValMonitoring

Manually sweeping !31038 (merged) to 21.3 from 21.9: Addresses ATLASRECTS-5358, by simply putting a try block around the offending code. Fix was already implemented in master and shown to work for this issue.
