JetFS tracking algs moved into a view

Motivated by https://its.cern.ch/jira/browse/ATR-20706

Since ID tracking algorithms tend to produce secondary collections (e.g. space points) with identical names in different HLT slices, there is the possibility for interference.

This MR encapsulates the Jet full scan tracking algs in a view, in order to avoid this effect. Ideally should make no difference to Jet results, but may change results from other slices (particularly Muons).
