Fix compilation of xAODMuon in AthGeneration

John Derek Chapman requested to merge jchapman/athena:xAODMuonAthGeneration_master into master

This changes use preprocessor statements to hit unneeded code when compiling the xAODMuon package in the AthGeneration project. The changes should be transparent to other projects. See AGENE-1787.
