Fix compilation of JetRec and ParticleJetTools packages in AthGeneration

This changes use preprocessor statements to hit unneeded code when compiling the JetRec and ParticleJetTools packages in the AthGeneration project. The changes should be transparent to other projects. See AGENE-1787.
