Fixing LArNoisyROMon

Pavol Strizenec requested to merge pavol/athena:LArMonitoring_LArNoisyROMon into master

This is to finalize the monitoring algo merged few weeks ago. It should fix all problematic pieces of the code, and added all needed histograms.
