This MR migrates a few JetMomentTools to the Run 3 structure. This includes using the IJetDecorator interface as well as Read/WriteDecorHandles for decoration access. This is a continuation of !25234 (merged); see that MR for further details - this is exactly the same thing. Some obsolete stuff has also been removed from the tools in question.

Tagging @akong, since this is a good example for what he'll be doing soon.
