Updates to ComponentAccumulator-based Simulation config

John Derek Chapman requested to merge jchapman/athena:AlignConfigG4AtlasAlg into master

This merge request adds configuration of the PhysicsListSvc and also initial configuration code for Frozen showers. It also attempts to get run number overrides working, but further work is needed here.
