Fix to shower only 1 dummy event in lhe-only production

Following the mail exchange in the GIT mailing list, I'm proposing this small fix, so that Gen_tf.py would shower only one dummy event in case of lhe-file production (i.e. outputTXTFile requested without an outputEVNTFile)
