PyUtils: Bump the EventInfo version number in diff-root
This is needed due to the changes to EventInfo in !29934 (merged). I kept the older version just in case people try to use the script to compare older files and still want to order the trees.
It'll be great to merge this as soon as possible as many clients (i.e. ART etc.) are relying on this.
