FakeBkgTool systematics: accept more intuitive format

This MR allows the IFF FakeBkgTool to accept systematics histogram inputs where the uncertainty is from the histogram error bar rather than the central value. Uses some heuristics to decide the best thing to do and crashes gracefully in ambiguous situations
