InDetAlignmentMonitoring: Fix use of track splitting

In InDetAlignmentMonitoring, if we've configured a track splitting tool, we need to run it before we fetch the upper/lower tracks --- since that's what makes those tracks!

Fixes ERRORs seen with q220.
