run DL1 and RNNIP after main BTagging taggers

The goal of this MR is to run High Level Taggers (DL1, RNNIP, ..) after the main BTagging algorithms. We are wrapping codes that would be used in a standalone way in AnalysisBase. A sequential sequence is created to schedule the algorithms.

This algorithms are not run by default in CI.
