SUSY pre/post mods for param blocks

Zach Marshall requested to merge zmarshal/athena:21.6_MGC_ParamForSUSY into 21.6

This is a gentle modification to make it easier (and more clear) to change param blocks in a SUSY setup (e.g. mixing matrices) rather than exclusively masses and decays.
