HLT jet chains with Constituent Subtraction and SoftKiller

Teng Jian Khoo requested to merge khoo/athena:master-trigjet-cssk into master

Implemented EMTopo SK and CSSK chains, as well as PFlow CSSK chains with fixes for the underlying code.

It would be good to get some cost estimates to see whether this is really expensive -- we could add some VS chains too for comparison if the cost is a little high.
