Schedule re-running of VrtSecInclusive when making SUSY15
requested to merge atlas-phys-susy-wg/RPVLL/DisplacedVertices/athena:21.2-schedule-vsi-in-susy15 into 21.2
After lots of discussions in https://gitlab.cern.ch/atlas-phys-susy-wg/RPVLL/DisplacedVertices/athena/issues/3, a solution has been implemented that allows re-running the dedicated secondary-vertexing algorithm for displaced vertices in the ID at derivation production time. Importantly, this allows running over existing datasets but benefit from the extrapolator change that removes bad tracks (giving rise to a phi asymmetry and spikes in d0 wrt the DV).
