Optimization of LRT for the ITk -- QT: ATLIDTRKCP-227

Amber Roepe-Gier requested to merge aroepe/athena:21.9-ITk-QT into 21.9

Changes made to 21.9 for LRT with the ITk. A new tracking mode called "SLHCLargeD0" was made to ensure optimization does not interfere with the run 3 LRT optimization.
