Move NSWCalibTools and add NSWCalibData package

Hi,

the NSWCalibTools package was located in the MuonSpectrometer/MuonCalib folder in master, but in the MuonSpectrometer/MuonCalib/NSWCalib folder in 21.3 and 21.9. This MR moves the package into MuonSpectrometer/MuonCalib/NSWCalib to align master with 21.3 and 21.9. It also adds the NSWCalibData package which was not yet part of master at all.
