Btagging DQ: update selections for r21-vs-r22 repr

In r22, the original r21 code was stuck to 2017 r21 version. This MR introduces the main features of 2018 DQ monitoring. In particular, features are enabled for 2018 data only:

  • single lepton trigger pre-selection with e*+mu* wildcards
  • JVT selection to jets
  • plot and 3 MV distribution divided in 3 bins
