Migrate to SCTErrMonAlg (ATLASDQ-679)

• Migrate from SCTErrMonTool to SCTErrMonAlg.
• Implement more profiles in SCTErrMonAlg.

• Some plots are not implemented in SCTErrMonAlg because they are not necessary, or they require post processing.
• Some plots are empty and are not shown in SCTErrMonAlg.
• Some plots use different filling methods and entries numbers differ.
• Some map plots of SCTErrMonAlg are filled only for existing modules.
