LArMonitoring+LArRawConditions: Fixing q222

  • Fix test of database instance in LArFEBMonAg.py.
  • Need to configure folder for the run1 case in LArFEBMonAg.py.
  • Change LArFEBMonAlg to use conditions handles to access DSP thresholds.
  • Need to configure the HVCorr conditions algorithm in LArHVCorrMonAlg.py for the old configuration case.

Add CondCont declaration for LArDSPThresholdsComplete. To allow using LArDSPThresholdsComplete with the new conditions infrastructure.
