Change default of Configurable.configurableRun3Behavior
Another preparatory step for GaudiConfig2: Change teh default of Configurable.configurableRun3Behavior: Switch default to run3-style and change it run1/2-style in athena.py That impies that everything not running athena.py (eg new style config) will see the run3 style configurables.
