Disallow debug messages in CI test

Stewart Martin-Haugh requested to merge smh/athena:disallow_DEBUG_messages into master

Starting to remove the large number of messages in the event loop.

  • First of all, the DEBUG messages from TrigT2CaloEgamma - this leaves us with no DEBUG messages in the event loop
  • INFO and other messages will take more work
