Master unittest py2 py3

Marcelo Vogel requested to merge mavogel/athena:master-unittest-py2-py3 into master

This branch migrates the unittest suite of PyJobTransforms to python 3 while maintaining python 2 legacy functionality. A couple of tests were commented out because they test deprecated interfaces. Their deletion will come in future MR's.
