PROCTools: Update q221 T0 reference ESD and AOD files

This is needed due to the trigger menu change in !31037 (merged). See this comment for more information.

Once the CI for this MR succeeds, it should be merged right away. At that point all CI builds that failed in the last week can be restarted and they should succeed so long as they don't break frozen T0.
