propagate MinPt to makeFTagAnalysisSequence

Set MinPt accordingly to https://twiki.cern.ch/twiki/bin/view/AtlasProtected/BTagCalibrationRecommendationsRelease21

Automatically detects jet collection and sets minPt properly and user can also override it by setting it explicitly.

It shall fix ATLASG-1529 and ATLASG-1531.
