Add createFastCaloSequence in CaloDef.py and CaloRinger.py to TrigUpgradeTest

This MR is a fix for ATR-21231 and ATR-21232.

  • The function createFastCaloSequence was added to CaloDef.py in TrigT2CaloCommon
  • CaloRinger.py as added again to TrigUpgradeTest
