Add track -> vertex association and all 'Loose' quality tracks to JETM10/14

Jon Burr requested to merge jburr/athena:JETM10_14_TVA into 21.2

We want to add more tracking information to JETM10/14 in order to better study new possible MET trigger algorithms using tracking information.

After the changes test files produced are still less than 1% of the original AOD file.
