FTagAnalysisAlgorithms Fix, 21.2 branch (2020.04.14.)

Updated the analysis sequence to use BTaggingSelectionTool correctly.

The tool requires an explicit setting of the minimum pT of the tagged jets since !31061 (merged). But the "CP algorithm" code was not taking care of this so far...

This is to fix the issue described in ATLASG-1529 and ATLASG-1531.
