Move to MuonIdHelperSvc and add thread safety macro to AmdcMGM and MuonIdHelpersAlgs

Hi,

as the title says, the MuonIdHelperSvc is used and the ATLAS_CHECK_FILE_THREAD_SAFETY file is added.
