Analogue clustering update for ITk

This MR introduces an update of the pixel analogue clustering algorithm used for ITk. The new version gives the possibility to use an additional parametrisation of the constants based on the incident angle of the tracks. Backward-compatibility with the previous version is provided through the interface with the database.
