L1Decoder: Implement HLT prescale histogram

Implement histogram showing the HLT prescale key vs lumiblock evolution. Closes ATR-21118.

P.S.: The initial number of bins for LB and PSK have been set low on purpose to test the dynamic extension of the histogram during the run. We can set this to higher values later.
