AFP_EventTPCnv CMake Cleanup/Fix, master branch (2020.04.20.)

Cleaned/fixed the build configuration of AFP_EventTPCnv.

Removed the usage of atlas_depends_on_subdirs(...), simplified the setup of the package's dictionary, and fixed the dependency declarations on the tests of the package.

I came across the "configuration imperfections" while working on !32081 (closed).
