Fix MTCalibPebConfig and related changes in L1DecoderConfig, TrigOutputHandlingConfig

Fixes ATR-21272 which is one of the failures caused by !31884 (merged). The MTCalibPebConfig was one of the clients not adapted to the changes. Adapting it required minor changes also in L1DecoderConfig and TrigOutputHandlingConfig (the latter discussed in the Jira ticket).
