Migration of the AthSimulation to AtlasHepMC

Andrii Verbytskyi requested to merge averbyts/athena:HepMC3_Simulation1UseAtlasHepMC into master

This is done in a way similar to AthGeneration and should build w/o any problems.

@akraszna , would be that better to split it into smaller pieces?
