SiSpacePointsSeedMaker cleaning

This MR:

  • cleans some unused parameters and functions in the ITK SiSpacePointsSeedMakers
  • makes uniform the configuration of the etaMax/RapidityCut parameter between all SiSpacePointsSeedMakers
  • deprecates the SLHC forward and conversion finding modes
