ATR-20673 - adding HI menu to TMMT

This includes the work in !28949 (closed) with some additional updates.

First setup of HI menus, so far two skeleton menus are available: Dev_HI_run3_v1 for developments and PhysicsP1_HI_run3_v1 for P1 menu.

ctest passed and also athena.py with the specified menus.
