RugneKuttaUtils is just a set of functions, make it so

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:RugneKuttaUtils_are_just_function into master

After the migration to MT , RugneKuttaUtils is just a set of helper functions, no-data members, no inheritance , nothing (except a vtable due to virtual dtor).

anyhow since these are now just free functions in reality make it clear that is so .
